Vulnerable Permanency in a Mass Influx of Refugees: The Case of Syrians in Turkey

Abstract

When a country experiences a mass movement of incoming refugees, one of the first questions from a humanitarian point of view is “how to provide protection to these vulnerable people?” The other frequently asked question from a politically sensitive point of view, particularly in the case of protracted refugee situations, is “will this movement lead to a permanent settlement or not?”

The answers to these questions are inevitably context-dependant, and inherently require a comparative perspective. It is within this context that this paper aims at documenting the nature of mass flows of Syrian refugees to Turkey, elaborating the characteristics of the protection provided to these refugees by the Turkish state, and debating the likelihood of the process of permanent settlement in Turkey by these refugees. The historical case of Afghan refugees in Iran and Pakistan will be articulated within this text in order to provide a comparative base for the main arguments in this essay.
