The House of Culture. Tanzanian Youth and Social Engagement at the Intersection of Arts and New Media

This study aims at analyzing how children, youths, and cultural professionals engage with media technologies and facilities, and their fellow visitors and users, at the House of Culture in Dar es Salaam. The House of Culture, located on the grounds of the National Museum of Tanzania, is planned to open early 2012, and one part of the activities in the house is the SPIDER-financed initiative “ICT for public access to cultural resources”. This research aims to document and analyse audience practices at different stages of the House of Culture’s opening year, with an emphasis on the ICT initiative, and the particular user groups.

The study will focus on audience media practices and interaction through media ethnographic field work approaches. Three researchers with complementary skills (media studies, cultural studies and Kiswahili studies), and extensive experience of research of Tanzanian culture and media, as well as youth and learning processes (in Tanzania and elsewhere), aim to do field work during two different stages, early and late 2012. The research team will explore verbal and non-verbal activities in relation to media‐use, facility‐use, and human interaction.The aim is to uncover the House of Culture’s potentials as an open public resource centre with accessible, and in use, cultural heritage resources. This relates well to the long term goal of the House.

Secondly, the aim is to explore the House of Culture as a case study among other in-situ media‐spaces for youth and generate material for a related research project on visual entertainment, civic engagement and non‐formal learning through visual and cultural internet sites (such as blogs, YouTube etc) where posting and viewing practices feed into a democratization and politization of cultural spaces – which includes a collaboration of Tanzanians in the diaspora (see project Globalization of the Pavement).
