Equalities and Education in Europe: Explanations and Excuses for inequality

We have been working together for the past three years on an EU funded study of educational policies that are designed to address social inequity. This involved seven partner institutions, and a research team of 35 people, working on policies in 14 different European states. See: www.epasi.eu

The new book project will draw on that experience and some of the data, but reformulate our more radical ideas in a succinct and informed critique of policies at all levels – local, national and European.

Publications within the Epasi project

  • Our Overall Report summarises our principal findings and analyses, and suggests actions. This report draws substantially on more detailed analyses and data.
  • In each country we analysed about twenty educational projects, each intended in some way to address the educational needs of a specific group of disadvantaged people. Over 280 Project Study reports are available in a searchable database on this website.
  •  Using official reports and academic analyses of these countries' educational policies towards equality and disadvantage, and on our project studies, we report on the overall policy objectives and practice in each country, in a set of fourteen Country Reports.
  •  We have also made three or four indicative Case Studies for each country. These are more discursive accounts of particular projects, giving a more general narrative about specific projects.

Both Court Reports and Case Studies can be individually downloaded: they are arranged by country. You can also search for specific terms in both sets of reports.

Our series of Thematic Studies examine particular forms of disadvantage that may impact on educational attainment. These draw on data across all fourteen countries. Identified  themes (which overlap, and where many people may have multiple disadvantages) are socio- economic disadvantage, ethnic minorities, linguistic minorities, gender, religious minorities, indigenous minorities and disability. Thematic reports can be individually downloaded.
